The Neocolor II pastels are water-soluble pastels with highly concentrated and saturated pigments. They write more smoothly than dry colored pencils and more densely than regular pastels. They can be easily blended with water, resembling the effect of watercolors, and can either give the drawing a solid and evenly saturated color or, depending on the artist's desire, create a shade or highlight, emphasizing a part or detail of the painting.
